PRESIDENT'S LETTER No. 5.
30th November 1969

"The essential idea of `learned profession' which can not in the modern context, be merely limited to the original categories of church, Medicine and Law is that it is the pursuit of an avocation, or occupation, substantially involving the INTELLECT. There is complimentary feature to this that the services rendered by a learned profession' are primarily characterised by an equipment of learning, skill or judgment, acquired through INTELLECTUAL MEANS; the employment of capital for this purpose is, or should be, largely subsidiary or incidental in character. So long as these criteria are fulfilled such a profession is a "learned profession". …….. Since Chartered Accountants and Auditors definitely constitute a `learned' or liberal `profession', which can not be termed as `industry' within the definition, it is a necessary consequence that writ petition must be allowed, and the preliminary order of the Labour court set aside ———."

My Dear Friend,

Education and continuos education is an integral part of every progressive `learned profession'. The members of any learned profession shall never remain complacent nor be content boastful of their nomenclature. Life is always full of challenges and opportunities. A member of a learned profession looks forward to these challenges and opportunities, not only with confidence and capacity, but also to extend the sphere of influence and activities. For these challenging tasks, the member equips himself adequately and efficiently. We shall therefore pledge ourselves to this idea of continuous education and work for it.

PRESIDENT'S VISIT : Shri H.B.Dhondy, the President, will be in Bangalore on 6th and 7th December 1969. A dinner meeting is being organized on 6th night in honour of his visit. All the members are requested to respond generously and contribute to the success of the function.

STUDY CIRCLE MEETING: The study circle meeting for the month of November was held on 8th November 1969 and was addressed by Shri G. Lakshmipathiah, Chartered Accountant, Bangalore, on "PROPOSED AMENDMENTS TO DIRECT TAX LAWS". Shri G. Lakshmipathiah, is at pains taking Chartered Accountant with an ability to put forward his point of view with candour and courtesy. He dealt on various important amendments in simple and understandable style, having had the benefit of dealing with the same subject at the Rotary Club Meetings, with which he is actively associated, his speech was precise and well thoughtout. The talk stimulated lively debate on various issues.

THE DECEMBER MEETING will be held on 13th December, 1969 and will be addressed by Sri V. Jagadisan, Chartered Accountant, Madras. Sri V.Jagadisan is currently credited as leading tax expert, who brings to bear on the topic of study, his eredite scholarship, remarkable powers of analysis and originality of approach. His academic and professional achievements fill a catalogue. He is University lecturer for M.Com., at Loyala College, Madras, for Accountancy and Auditing, besides being the Institutes Lecturer to CA students, on all Direct Taxes. It is our great good fortune that he has accepted our invitation to address on a tax topical interests. "IMPORTANT ASPECTS OF TAXATION OF HINDU UNDIVIDED FAMILIES". ALL THE CHARTERED ACCOUNTANTS, STUDENTS ARE ALSO WELCOME TO ATTEND THE MEETING.

THE PROGRAMMES for the months of January and February will be as follows.

10th January 1970 … Sri J.S. Srinivasan, Chartered Accountant,

Bangalore…...Organisation of Tax Practice

13th February 1970 … Sri K.P. Rao, Chartered Accountant, Bangalore ….Study of Balance Sheet and Profit

and Loss, utility and application of Accounting Ratios.

All the members may make it convenient to attend every study circle meeting without fail. Please make the second Saturday a habit, and a very good habit, at that:

LECTURE MEETING: Sri G.Sarangan, Advocate, Bangalore addressed the members on "WEALTH TAX ON AGRICULTURAL LANDS", on 22nd November 1969. Sri G. Sarangan is no stranger to the practitioners and Company executives alike. Joining Income Tax Department under cadre of Indian Revenue Service, while on the verge of elevation to the higher office, he quit the service to join the ranks of the learned members of the bar. A rank holder in the law degree examination, his experience both as a tax administrator and, now, as tax consultant, help him to analyse the legal situations, from a practical angle. With the extention of wealth tax to the agricultural sector from the assessment year 1970-71, a great deal is to be known about the constitutional aspects of this new levy.

Many more practical problems may arise in valuations etc. A detailed study on all these aspects, at this juncture is educative to the members. Those who attended the lecture must have profited by his expert analyses constitutionality of the levy.

It is proposed to organize more such LECTURE MEETINGS, on subjects of professional interests.

FOURTH CONFERENCE AT CALCUTTA BETWEEN 19th & 21st DECEMBER 1969 :Conferences of this type enable us to take stock of the developments that are taking place all around us, and the ways and methods devised by the members of the profession to assimilate these developments, to establish a progressive outlook. We extend warm greetings to all those delegates, from our ranks, who will be attending the conference and wish them all success in their participation.

ESSAY COMPETITION : The final date for receipt of essay papers is extended to 15th January 1970. All the members are requested to bring this information to the notice of their articled and audit clerks.

THINK IT OVER

  2. Memory is a fertile field ; cultivate it.
  3. Precipitate action reveals a weak mind ; Prompt action an efficient one.

IN LIGHTER VEIN : ( I am giving below a cute little poem about CAs all in good humour. Please check up your type with reference to the day of your enrollment as C.A. It is taken that Sunday being a holiday, no enrollment is done on that day. Those who have been enrolled on Sunday, please write to me. Now for your lucky-diddle ) :

Monday's C.A. is a man of moods;
Tuesday's is known to deliver the goods;
Wednesday's C.A. trusts in luck;
Thursday's man is full of pluck ;
Friday's is an unfailing guide;
Saturday's sails with the tide.
Sunday's C.A. is an exception ; he never exists, enjoy this little literary gymnastics.

ANNOUNCEMENT
Members who wish to contribute papers for publication in the souvenir to be brought out to commemorate the 17th Annual Conference on Jan 22-23, 2005 are requested to send papers preferably in a computer floppy or through e-mail [ kscaa@vsnl.net ] with one hard copy or those sending only hard copy may send the same in triplicate to the Association before December 25, 2004 along with passport size photo and brief resume. The paper should not normally exceed 15 typed pages. These will be considered by the Technical Committee and the decision of the Association based on the recommendations of the Technical Committee will be final in all respects.
